RICHMOND, Va. — A former GOP governor, Jim Gilmore, announced yesterday that he will seek the Senate seat held by a retiring Republican, Senator Warner. Mr. Gilmore’s announcement sets up a campaign with another former governor, Mark Warner, a Democrat — a clash between two men with vastly different views about government and little affection for the other.
