Governor Spitzer is likely to face increased pressure this week to sign a bill that increases funding for public housing.
The measure, which could face a veto amid spending concerns, passed the legislature earlier this year.
According to the city, the legislation would provide up to about $11 million a year in state funding to the New York City Housing Authority, which is likely to cut jobs this fall, matched by $34 million in funds from the federal and city governments.
"This is critical, not only for the money and its impact, but it's a statement on the part of the state," a sponsor of the bill, Assemblyman Vito Lopez said.
A spokeswoman for Mr. Spitzer said the bill is under review.
