The secretary of state, Condoleezza Rice, is scheduled to visit a Harlem public school as United Nations meetings continue this morning.
Ms. Rice will be the guest of the chairman of the House Ways and Means committee, Rep. Charles Rangel, a Democrat of Harlem. Mr. Rangel invited Ms. Rice because he believes that poverty is the world's number-one security threat, and so improving education could make the world safer, a spokesman for the congressman, Elbert Garcia, said. Mr. Rangel invited Ms. Rice to visit the Harriet Tubman school, P.S. 154, after the two spoke this August at a ceremony for an international affairs fellowship he sponsors with Howard University and the U.S. State Department, Mr. Garcia said.
