One-quarter of New York's public colleges lacked the resources to register students to vote in the 2004–2005 academic year, despite federal and state laws requiring they make forms available, a new study has found. Only 50% of private colleges made materials accessible. State senators Jeff Klein and Martin Dilan released the study, based on a survey of over 60 New York colleges. Mr. Klein suggested an alternative law that would make the state responsible for sending registration materials — and would expand eligibility to 17-year-olds.
