The statement that "Columbia does not allow ROTC to recruit on campus" may be a bit misleading. Columbia students can attend on ROTC scholarships, but it has no ROTC program on its own campus. Students attend their ROTC classes, drills, etc. at other colleges in the city, such as Fordham and John Jay (depending upon which branch of the service they are with). Such arrangements aren't that unusual; Harvard ROTC students used to go to MIT for their training, and for all I know they still do.
