The park is designed to be a place for people to go to get away from the city life without leaving the city. Traffic around the park is not bad at all and banning it from the park all together would be great. I think people enjoy the park all hours of the day (including 8am) and the hours that the park is open to traffic in the evening are some of the most used by bike riders and runners. There is really no reason for cars to be in the park.
