It is time to take at least symbolic actions. Let the West declare all the Russian Ambassadors persona non grata. That would at least send a symbolic message. Next, send some key personnel to the Ukraine and Baltic states on "fact-finding" missions letting Russia know that we are concerned with their freedom. We have little means to force the Russians to withdraw but can at least take some steps in the right direction.
