Shocking! Bloomberg supporting fines. From the guy that suspended recycling because it wasn't profitable. Heaven forbid that any effort be made in the last seven years to solarize/geo-thermal city buildings & schools or replace all the city buses with hybrids, or use energy saving light bulbs in the subway tunnels.
