What's the validity of the data used to prove progress? Look at things like the SAT or other measures not subject to staff tampering for the closer truth. Friends of mine constantly report declines in student achievement as the kids catch on to the game and work less and less. Graduation rates are a shame as this goes on, and the real victims are the kids who will leave school knowing less and think that the real world functions this way.
