The idea of utilizing unused development rights of Housing Authority projects may — or may not — be a good one. It all depends upon how it would be done. 1) Building mostly "in-fill," low-rise, mixed-use buildings to such projects would generally help repair at least part of the damage created by these predominantly "tower-in-the-park," single-use superblock developments. 2) But selling off air-rights (in other words, preserving the tower-in-the-park single-use superblock developments by allowing builders to build higher buildings elsewhere) would make these developments even worse for the city than they already are.
