Try a wait of over a year, then hiring a gun lawyer to push it through; the city states you can use several types of bills, etc, to verify your residency, but when you get down there, they only accept a phone bill. You can't get a pistol license without having the application prepared by a professional — any other way is a waste of time, won't work, and on purpose as the city does not want you to own a gun; and the city's permitting process is very effective in achieving that end.
