I share my fire escape at the back of my railroad apartment with the one other apartment on my floor. Though certainly not a safe play area for children, it functions as a shared balcony in many respects. A sight not uncommon throughout our city, this hazardous repurposing of structure that was an afterthought to begin with fits so very well into the fabric of New York architecture.
