How does andy know about the Bovis10 times over budget Scottish Parliament Building? It's a deadly serious UK state secret which New Yorkers aren't meant to find out about - not that this explains why the parliament's speaker halted a litigation in a Scottish court which might have seriously affected Bovis's bid for the World Trade Center contract. Whoops!
