Who cares if it's a non profit hospital or private institution. The fact is that these institutions can expand without gobbling up neighborhoods, Lots of universities have satellite campuses in other areas and boroughs. eminent domain in the constitution referred to public good. The public does not have access to elite colleges like Columbia. Look at the restrictions on accessing the NY Times building as an example. It's a joke. Bloomberg may not be taking a salary but you can bet he's invested in his developer buddies companies
