It is clear that Mugniyeh should have been assassinated. To argue otherwise is to accept the logic that one should not do something because of the possible threat(s) to innocent and unknown people elsewhere. Therefore , do not bring harm to Osama bin Laden or many innocents will die. Do not publish cartoons offensive to Muslims becasue innocents will suffer. Do not arrest or harm any major terrorist because the terror response will be taken out on soft, innocent targets. In effect, do nothing due to the preceived threat to innocents. Problem is first that Mughniyeh has already targeted innocents in Argentina and killed scores in the 1980s after a Hezbollah leader was assassinated by Israel. What was Israel's response to that? Not much. This time a warning must be issued to Hezbollah. Any harm to those aboard or in Israel using the assassination of this serial mass murderer as justification will be visited on Hezbollah in Lebanon, UN forces or no UN forces. When there is terrorist retalitation for the snuffing out of a terrorist with blood on his hands, the response must be swift and decisive. Known Hezbollah must pay with their lives. Do it forcefully enough and hit meaninglful targets and the terrorists will back off. During the arafat era, Israel held arafat and hs forces accountable for all acts of terrorism by palestinians regardless whether pro- or anti-arafat groups carried it out. It isolated him and left him hiding in his office until he succumbed to AIDS. That is the proper way. Tell them in advance and make sure you carry out the warning if events warrant so.
