This conspiracy would not have succeeded had the CIA stopped running Islamic militants in and out of the US in the 1990s. This CIA-sponsored movement of known terrorists continued after Operation Cyclone was supposed to have been closed down at the time of the first WTC bombing in 1993. The Agency continued to allow selected jihadists involved in the Bosnia and Chechnya operations to enter the U.S..

Six of the principal 9/11 hijackers had been trained by Abu Zubaydah and Luai Sakka in Turkey. These 9/11 figures were originally recruited to fight in a joint CIA-Saudi GID-sponsored campaign in Chechnya, acording to Sakka, who is now in custody in a Turkish prison. Sakka recently recently revealed that he was a CIA double-agent.

Here's the kicker. The same figures at CIA-CTC who allowed the Flt. 77 hijackers -- al-Hazmi and al-Midhar -- into the US without notifying FBI on 01/15/2000 were also in charge of the torture of Zubaydah, who had trained al-Hazmi. See,
