Or, "which is another way of saying he wants to stem the wanton giveaway of the U.S. economy to foreign powers that has been going on for the last 20 years."

I agree that the Obama spend-o-meter is getting way up there, but I think that reopening naively-conceived trade deals would be a good thing: way overdue.
