Bush Unveils $3 Trillion Budget

"Democrats attacked Mr. Bush's final spending plan as a continuation of this administration's failed policies which wiped out a projected 10-year surplus of $5.6 trillion and replaced it with a record buildup in debt."

Here is what the CBO said about the $5.6 trillion projected surplus in the January 2001 report: "Moreover, projections that are quite different from the baseline ($5.6 trillion) also have some significant probability of coming to pass. For example, the figure suggests some probability, albeit small, that the budget might fall into deficit in 2006, even without policy changes." – underline added PDF file of report file: page 20 https://www.cbo.gov/ftpdocs/27xx/doc2727/entire-report.pdf

The CBO in the 2001 report said there was a broad range of possibilities including a return to deficits without any policy changes.

Let's evaluate Senate Budget Committee Chairman Kent Conrad (D-ND), now and then.

Here is the exact quote of Senate Budget Committee Chairman Kent Conrad (D-ND) on February 4, 2008: "He (President Bush) inherited surpluses - forecasted surpluses of $5.6 trillion"

But back on June 21, 2001, Chairman Kent Conrad said this: "The famous CBO fan chart that showed estimates of uncertainty based on CBOs past forecasting records should have warned us that there was nothing certain about a projection of $5.6 trillion of surpluses over the next 10 years."

Which one is it Senator? Did President Bush inherit $5.6 trillion budget surplus as you say in 2008? Or was the $5.6 trillion surplus budget projection uncertain as you and the CBO, the agency that issued the $5.6 trillion surplus projection, said in 2001?

Never will you see a more obvious and intentioanl misrepresentation of material facts by anyone holding an office of public trust. Clearly, Chairman Conrad's comment in 2008 was a misrepresentation made recklessly without belief in its truth to induce another person to act (vote for Democrats.)
