Maybe someone can check Mr. Annan's U.N. bio and see if the info that I have been told is correct. This goes back before his "lustered" ten years a Secretary General (think of his action? in Darfur) to the time of the genocide in Rwanda. The U.N. had "observers" or "peace keepers" in the country at that time under the command of Canadian General Romeo Delaire. He and his troops could clearly see the build up of both weapons and tensions on both the Hutu and the Tutsi sides and reported his concernes to his boss at U.N. Headquarters. My understanding is that the General requested additionas forces and/or the authority to intervene believing that quick, decicive actiion could prevent the comming slaughter.

Genreal Delaire's requests on all counts were rejected with the result being the Rwandan genocide taking place while he and his command forbidden to intervene and just be observers. Kofi Annan was the U.N. official who had the authority to grant Gen. Delaire's requests but refused to do so.

Kofi's punishment for not authorizing an intervention that could have at least lessened if not if not prevented what happened there was two terms, 10 years as the head guy at the U.N.

General Delaire, on the other hand is still battling the effects of what he saw and had to deal with in Rwanda. Some of these have been severe depression, post traumatic stress and at least one suicide attempt.

If this information is correct, why hasn't Mr. Annan been at least indicted for war crimes?
