Should the U.S. Be Training Its Competitors?

If we believe in the free market then there won't be shortages, supply will expand to meet demand and the price will increase and we'll see more people in engineering and computer science. While companies cry about finding people we don't see salaries soaring, which would be indictative of a shortage. At the same time many of the H-1Bs being brought to the US are trained by the people (direct employees) they are replacing. Seems if they were the best and brightest they wouldn't need training. And if training is okay, why not train current members on staff? As for geographic shortages, yes there are, there are places people don't want to live (lifestyle/weather), so companies can either pay more to attract people or use the same technologies that allow work to be sent outside the U.S.A. , to be sent to locales where the people are.
