According to Wikipedia, another illiberal decision of Pres. Clinton was to dispatch captured Jihad terrorists for interrogation abroad. A preferred site was the secret police station in Cairo. Apparently this was done against the legal advice of White House counsel Lloyd Cutler. The authoriztion was presidential directive PDD 39. See Wikipendia entry: "extraordinary rendition" in the section about Use by the Clinton Administration.
