And if only one in a thousand, or one in ten thousand, is using "tourism" as a cover for intelligence work, including industrial intelligence, as those Japanese tourists did before WW II, taking homey snapshots of Pearl Harbor, the Golden Gate Bridge, etc. .... well, isn't that what tourists do? "Me in Seattle:," etc.
