When NYC was poor, the state school aid formula was rigged to suck money out of the city even so. If the city becomes relatively richer, the aid formula will be adjusted to provide the city with less on those grounds.

The best thing the state could do to help the city's schools is take over the local share of Medicaid, while ending the practice of providing more state aid to whichever schools spend the most outside the city.
