Mr. Wolf's article illussrates once again that, when it came to responding to Katrina, the "Government" has been at best, inept, and at worst simply moronic.

I disagree. These now long-term critics of t he Governmet"s response often base their criticism on solutions that ignore day- to - day realitoes of life in New Orleans.

The ttrailers Mr. Wolf objects to are not meant as a long-term solution or as a substitute for economic development. They are simply a compassionate measure to immediately get poor people in the City into some kind of dwelling intead of their living on the streets.
