Bloomberg asks the wrong question, since any review of the Founders' intent and thinking of the 2nd Amendment reveals quickly it is about the human right of self-defense.

Bloomberg is hardly one to talk, either. He goes nowhere without armed guards, nd has millions to pay for all the armed security he could ever want. That he can outsource his self-defense does not mean he should take mine away. We don't walk the same streets, i don't have millions and I know already what the limits of police protection are.

If Bloomberg wants to display real interest in human rights, then he can support individual self-defense, and that law-abiding gun owners are not the problem. He can decide to deal harshly with the people who are the problem and don't care about his puny laws.
