This quote alone makes it clear that the article is written by someone who doesn't know the first thing about the legal market. Also this articel repeatedly suggests that the New York bar is a city or "metroplitan" test. does the author realize that the test is statewide and that everyone (with some minor exceptions) must pass the test to be admitted in New york? Thus, Cardozo graduates from "outside the metropolitan area" may take the test in New york and still return home. also, Harvard, Yale and Stanford graduates who want to practice in New york DO NOT take the bar in another state, they take it in New york.
