Although you make a good argument concerning the lack of preparation of teachers, your knowledge of math curricula is much in need of expansion.

In fact, the "fuzzy" math, as you so ignorantly refer to it as, is in many cases standards based, requiring a higher level of conceptual understanding. A challenge that eduactors and the public has to embrace is that business as usual no longer works. These "fuzzy" math programs are researched based. But like any good tool, the math will become fuzzy if not put in hands of well trained professionals.
