Why not give a tax break to the consumers who bring reusable bags instead?
OK, seriously now. Mr Vallone, most people won't adopt reusable bags while plastic is free and flowing. But I think we underestimate New Yorkers when we make assumptions like "they are not ready for reusables." In other countries (and other eras) everyone shops with a reusable container. What makes us so different that we think it won't work here?
As for the trash issue: if we didn't generate so much garbage in the first place, we wouldn't have to obsess over how to contain it.
