Make the vehicles hybrids with a smaller battery pack and RP's suggested wankel genset, but use ammonia as the fuel of choice for the genset instead of gasoline for long trips. Use solar concentrators/steam generators to create the extra electricity needed for the majority short trips and to electrolyze sea water for the hydrogen to make the ammonia rather than using natural gas. ITM out of England, and SHEC out of Canada have come up with unusually efficient hydrogen production for this purpose.
