If everyone is to be covered by an insurance plan then why have insurance. Control of medical treatment should be in the hands of Doctors. As indicated above some people will refuse to join and with good reason. The insurance company controls what treatment one receives. That should be the responsibility of Doctors.

I have been playing around with the idea of a Regional Plan at state level. The Region being responsible for funding. The big problem there is balancing population needs with funds availability with cost of medical services. Its a big problem but what other choice do we have?
