It all comes down to marketing - other NFL cities do it better but with far higher ticket prices.

I've lived in Los Angeles during the era when the Rams were king and also in Washington DC where Redskin's season tickets were handed down to the kids rather then available from any ticket booth. I believe the waiting list for new season tickets was 7 years during the time we lived there...

We've only lived in Jax area for the last two years and have throughly enjoyed watching the running, strong defense and short passing game that the Jags are known for without those horrible ticket prices found in these other major cities. Until last year, $15 would get you a ticket up in the upper decks. We now pay $60/game for seats 13 rows up from the field. You get a product without the TV over-hype here... Granted the Jags may never win a Super Bowl any time soon nor players be seen on commercials all day long, we get great solid football without the egos associated with the industry's brand-name players.

My other point is that out-of-town people fail to realize is professional football will always take second place to college football here in Jacksonville. We're crazy about our college football. Much of the town bought their Gator Bowl and ACC championship tickets last June without a clue of the participants who would be battling Dec 1st and Jan 1st. The Florida/Georgia and Alabama/ Florida State games (also played in Jacksonville) are always sellouts way, way far in advance.
