I am not surprised about the number of kids receiving assistance. About 7 years ago my son was tested for a specific learning disability, and the testers commented on the large number of high school students were being tested. The ACT or SAT do not report extended testing to the college. I am also glad to see someone from Kentucky quoted. I guess the real question for the folks in New York is whether it is better to provide the assistance when the test is given or whether the school should merely teach to the test. Kentucky takes the second approach, teach to the test is the mantra.
