The reason this bill was not past had nothing to do with the money. Rather it was the vast religious organization including the Catholics who were very aggressive in preaching the evil of embryonic stem cells.

In the sixteenth century a Catholic Cardinal said: "Papulus vult decipi; decipiatur" (The people wish to be deceived; let them be deceived).
