Does Traffic-Tax Plan Affect Ticketing Policy?

While a conspiracy theories may make for some splashy quotes, the reality is that traffic laws have never been enforcred consistently. The gridlock problem is not caused simply by too much traffic, but by drivers ignoring traffic laws. For example If the city were to enforce the "Don't block the box" law all of the time at every high traffic intersection in Manhattan, this alone may signifigantly impact traffic flow. An example of the impact of box blocking is the Herald Square area where it seems the law is never enforced. The intersection of 32nd street and 6th avenue is regularly blocked by vehicles backing up traffic for mulitple lights and causing dangerous conditions for pedestrians attempting to cross 6th avenue. Maybe actually enforcing the law as well as significantly increasing the fine and points would help deter violators and improve traffic flow. Just another possibility to easing the traffic problem rather than yet another expense added to our already expensive cost of living.
