No! The NYPD does not have the right to make rules and laws, and Christine Quinn does not have the right to pass the buck to them. This is all false and completely obfuscates what really should be going on: the city council should be the ones reviewing and passing rules and laws with the idea of representing its constituency (people who are affected by the rules). The NYPD does not represent the people.
