From here (Russia) it's seen just like special tactics of not publishing whatever positive textes on Russia. Being political expert in one of the Russia biggest investment companies I understand it doesn't impede foreign investors to see the positive changes the author of the article is speaking about. But if not some "business" topics the one-sided textes on Russia just become anoying.
