It won't come to fruition until the oil lobby runs out of money. We already could have hydrogen fuel cell cars, and solar power plants but oil money in the pockets of politicians stops real reform. Just think if we spent half the money we have spent on the war in Iraq on new technology infrastructure what we could achieve. The war in Iraq secures old oil economy and drives progress down the road farther and farther.
