Why should anyone pay their water bill if others are allowed to get away with non-payment? This was a general service not too long ago. The city covered this expense from common taxes. But instead of reverting back to the old (and better) system, Bloomberg decides he'd rather punish those who pay their bills and reward those who don't. Thank God for term limits!
