As a former licensed insurance agent, I'm aware that a person putting a car on the road needs insurance to register the vehicle. An applicant can secure an ID card by paying a deposit on the coverage, drive away with out paying the balance. Thus we have an uninsured vehicle using our highways . Furthermore, a person travelling by air will need another ID proof. This is a truly wrong headed decision by our Governor.
