These hardliners will always argue that "voluntary" goals e.g. through economics, etc. never work and that in true state-planning mentality, their ideas must be codified. It is through this that utility regulation has become the last-stand playground of greenies like Gupta, along with confreres, such as the felictously named Amory Lovins.

Sounds as though he's admitting that it will take a decade of enviro and utility regulatory ratcheting before they will have to turn on consumers. But that's where their state-planning flops; they don't have the populace with them. They have never been elected to anything; and chances are slim that they ever would be. Why? Because they are peddling guilt, and Americans are far more optimistic than to buy that--even from an Al Gore.
