Why not fix the problem of education from the bottom. Kids aren't graduating, en they do graduate, and go to college, they have to take pre-medial courses. Get the NEA out of the system as well as the teachers' union. Have the students learn core subjects like science(3 years), math, (3 years), etc. When I was a salesman and I visited some classes, I heard kids talking above the teacher's voice, and acting as if the class was a get together.
