0.5% of what? 2.2 million is 4.9% of 44.8 million, which would be the number of uninsured in 2005 assuming your information is correct.

"The number of uninsured children increased by 700,000, or 0.8%."

Again, 0.8% of what? If 700,000 represents a 0.8% increase, the number of uninsured children would be 87.5 million -- which is nonsensical.
