The easiest way to avoid all the politics is a recess appoinment of three top positions. there are only 14 months left to the administatration and the democrats will use a good portion of that time extracting promises from any nominee. Just wait untill congress goes on a recess and the apointments will last until the end of the congress. this coicides with the end of the adminitration.
