In 1989, Mayor Ed Koch made New York a "Sanctuary City" when he issued Executive Order 124, forbidding city workers from informin the Immigration and Naturalization Service (INS) on illegal aliens. Under his successor, Rudy Giuliani, this Order remained in force.
