Cell Phone Users Must Hold on Subway

Why should the cellular providers want to only serve the stations? Any of the cellular companys would love to be able to say they are the only provider that can provide continuous service from the office to home for subway commuters. It would not make me uncomfortable to be riding on the subway and have people around me talking on the phone.... I'm sure some of the conversations to be over heard could be quite entertaining. Why not put it on a ballot and let the people of New York City decide if they want to be able to use cell phones on the trains.
