Why wouldn't the surge be working the politicians are on vacation and the powers that be in Iraq know the gravy train is over if the US pulls out. So Al Maliki brings pressure on those under his control to keep it cool for a while give up some insurgents and let the Americans think there is some progress otherwise we will be left alone to carry the load and pay the bills. Anyone who thinks the Iraqi leaders have not played the American administration knows nothing about how these guys glad hand you all the way into the tent and then stab you in the back. They do the same to their own and are experts at doing to foreigners.
