I would have been interested to hear a contrast with, say, the Peace of Westphalia or the Treaty of Paris or... Putting the blame on the heads of the diplomats at the Congress of Vienna seems a little like blaming a single meeting of drug gangsters for the crack epidemic of the 1980's. There have been a long series of meetings in which the victors of the previous wars hash out an agreement that is primarily in their own favor, and the next war shows just how little paper matters in issues of national (etc) interest. And how many giant forces of history those diplomats are unable to see coming -- even when the look. To Fournier (7/23, 11:04), blame Ellis Island. He wouldn't have been the first or the last person to have a difficult to pronounce family name change upon arrival. I'm mostly just surprised that they kept it as close as they did.
