NL Batting Average w/ RISP and 2 outs: .238 (cited in article)

Why is there such a large discrepancy here? What explains this? Doesn't the RISP/2-outs situation just provide a random sampling of at bats? And if you take a random sampling of at bats (assuming a decent-sized sample), shouldn't the average for that sample resemble the total average?
