If the program shows the slightest bit of what its supporters can construe as "success," government funding will be demanded. Then whatever slight benefit was seen will quickly disappear into the morass that defines government programs. Racial and ethnic quotas will then be introduced as a way of ensuring "fairness" until the very concept of passing and even excellence fades into oblivion. Nanny Bloomberg has a messiah complex
