This wouldn't work - not because 'Pepper isn't good enough but because the author of this article and all the other media hacks in NYC would start calling for Pepper the minute Pennington has a bad half. The last thing this team needs is a QB controversy. It would only make sense if Pepper were happy as a 2nd stringer and even then, the QB controversy risk is prohibitive.
